RSO 404 and D0318

Hi Experts

I am getting these 2 errors when trying to activate a new custom Flat file Data Source in DEV system.  We are at SAPKW70106.

Message no. D0318

Error when activating DataSource ZSAPSM_TICKET_LOG             FLT_FILE

Message no. RSO404

I have researched on Forum and Notes but found nothing that seems to apply to my issue.  I have applied Note 1725175 but still getting error.

Seems to me the problem is corruption or error in a background table but can't figure out which one and what problem is.

Any suggestions would be appreciated.
